From the rules:
'The object of this exciting game is to become the greatest possible owner of Hilton Hotels. In pursuit of this goal a little optimistic speculation is as important as being lucky at dicing.'

Similar to Monopoly, you roll a die, move, then take/add to a hotel or take a card if you land on the right space.
