"Victorian Steampunk Strategic Combat."

The players control rival forces attempting to gain control of all of the cities on the map. The game includes units and rules for aerial and naval combat forces in addition to ground forces.

The players must control resources in order to be successful. The military forces depend largely on coal. Non-infantry units use coal reserves to move. In addition, metal resources are required to build units. Coal and metal are obtained by controlling mines. The players must also control agricultural areas to provide food for the cities they control.
